Well, just in case you had no idea, there is this event called “Mardi Gras” where people kind of go party crazy for a weekend and forget all ethics known to man lol, so women flashing men (raising their shirt up lol) is something very normal during this weekend, and a lot of young people attend this event in various countries, click here to read more about it from wiki lol.
